The Mesa Grande Indian Housing Authority is a tribal owned and operated Housing development department for the Mesa Grande Band of Mission Indians. The MGIHA was established to administer and manage the affairs of tribal housing by utilizing federal Housing and Urban Development grants. MGIHA operates under the direction of the MGIHA Board of Commissioners and consists of (2) two administrative staff members and a Maintenance department. The MGIHA manages a Housing office/sub Fire Station, 22 homes, an independent water system, bridge, baseball field and basketball court.

Role and Responsibilities:
- Establish and carry out Board of Commissioner’s goals in accordance with Housing and Urban Development (HUD) and the Native American Housing Assistance and Self Determination ACT regulations.
- Direct and oversee financial and budgetary activities
- Direct and oversee Maintenance staff and operations
- Consult with Board of Commissioners and staff about general operations
- Negotiate and improve Housing contracts, agreements, leases and policies
- Hire employees and appoint department heads and managers
- Terminate and discipline Housing Staff
- Manage Housing’s day to day operations including approval of purchases, training opportunities and applying Housing policies and authorizing services
- Analyze financial statements, rental accounts, and maintenance work orders
- Authorize line of credit control system (LOCCS) officials and remain updated with all LOCCS system requirements
- Participate in Annual Audit
- Obtain estimates and contracts for Housing repairs and rehabilitation in accordance with Housing Procurement Policy and Procedure
- Identify places to cut costs and improve performance
- Apply for and carry out federal grants such as Indian Housing Block Grants (IHBG) and Indian Community Development Block Grants (ICDBG)
- Complete and submit annual Indian Housing Plan (IHP) and Annual Performance Review (APR) to HUD
- Perform annual review of Housing Staff
- Review Tenant leases and policies
- Perform annual Housing inspections with Staff in accordance with HUD and NAHASDA requirements
- Complete and submit financial quarterly and annual reports to HUD and the Board of Commissioners
- Remain knowledgeable with rules and regulations governing Native American Housing programs and services
- Promote community and cultural events
QUALIFICATIONS AND EDUCATIONAL REQUIREMENTS
- Minimum Associates Degree in a related subject from an accredited university. Bachelor’s Degree preferred.
- Proficiency with QuickBooks© or similar accounting program, Microsoft Word© Excel© Outlook© and Power Point©
- At least two years of work experience in management
- Experience with money handling
- Must be able to effectively communicate verbally and in writing with the Board of Commissioners, Tenants and Staff
PREFERRED SKILLS
- Experience with HUD and NADASDA rules and regulations
- Experience with federal grant writing
